SPARKLERS
The Sparklers group is for pre-school children, their parents, and carers. It is an informal meeting in Takeley Community Centre, South Road, with a short time of Christian worship, craft activities, toys, and refreshments.
There will always be a warm welcome for other children if they would like to come and join us.
We have recently welcomed a number of new children and there is always room for more!
We shall be meeting:

Priors Green Community Facilities & S106 agreements:
TPC noted the following points from a recent joint meeting with TPC reps, Lt Canfield PC reps, Mr. Mike Ovenden (UDC - Head of Planning) & Countryside (developer at Priors Green):
Mike Ovenden confirmed S106 - 100k for Takeley & Lt. Canfield Sports & community facilities - to be spent for the benefit of the wider community (Paid to UDC on occupation of 351st dwelling - 7 yrs to spend).
Mike Ovenden agreed to confirm the process for application for this money.
Mike Ovenden confirmed Priors Green will be split between Takeley & Lt. Canfield as per current parish boundaries (i.e. north of Jacks Lane =Takeley). This maybe subject to review at a later date.
Community Hall revised plan has been passed. Dimensions increased to allow sports provision (Table tennis, short tennis, gymnastics, judo, badminton etc).
-build to be complete by occupation of 301st dwelling
-management will pass from developer to UDC
Request to downgrade Jacks Lane (footpath to bridleway) completed by TPC. Supported by Lt. Canfield, Bridleway Association & Countryside.
Health Facilities:
-Henry Davidson Developers (local centre specialists) responsible for delivering local centre
-UDC negotiating with West Essex PCT to provide healthcare facilities in Takeley area
-Countryside will speak to Henry Davidson Developers re previous negotiations and confirm TPC/Canfield desire for facilities
-Clr Jackie Cheetham to speak to Sir Alan Haselhurst (28/3/08)
-Countryside to confirm timescales & deadlines
Shops & Offices:
Countryside to provide clarification re potential occupants.
School:
ECC has confirmed that they do want school site and has demonstrated need. ECC now has up to 2 years to take up offer to build
Buses:
When Westside roundabout is constructed buses will be directed through Priors Green site.
Road Names: concerns that road names submitted by TPC were not being used. Mike Ovenden will confirm UDC responsibility and clarify why TPC & Lt Canfield proposals are not being used.
TPC agreed that the Clerk should write to Mike Ovenden (UDC) and Rosa Clarke (Countryside) regarding the proposed shops and offices to clarify/determine:
-What evidence was required/available re ‘interested parties’ to confirm full occupation these facilities?
-What was the likelihood of the DFO plans for shop and offices being amended?
UDC Preferred Housing Options - Sir Alan Haselhurst meeting (13/3/08)
TPC noted feedback provided by Clr Tricia Barber (written report):
Representation from the majority of parish councils in Uttlesford
UDC had met with Hazel Blears (Govt) to seek reduction in the number of new houses imposed by the Govt. This is unlikely to be reduced.
Discussions concluded that it would be difficult to accommodate the required number of houses without developing a new large settlement.
ECC Consultation on Adult Social Care:
TPC agreed that the Clerk & Clr Carol Pratt will formulate a response raising the following points:
-Whilst the Parish Council is supportive of offering choice of care provision and would support any initiative to allow people to retain their independence, this proposal will not be suitable for all.
-The Parish Council is concerned that this proposal sees a move away from the responsibility to provide care and a move towards allocating money which in itself may not address the need.
-This proposal suggests the demise of social care provision which does not serve the best interests of the most vulnerable people that need help.
Community Projects 2007/08 (25k):

Recreation Ground: TPC will seek views from local parents/child minders with a view to co-ordinating a project to add more equipment in the play area for young children.
Silver Jubilee Hall Development: Clr Daykin reported that following receipt of detailed costings a 3rd public consultation will be held.
Once plans are finalised, the tender process will get underway and fund raising will begin.
To date the boiler has been replaced and the Social Club bar opened into the main hall.
BAA Stansted Airport Second Runway (G2):
-TPC will convene a ‘workshop’ for council members to review and debate the G2 application and agree, if applicable, what measures TPC recommends to oppose the application (including financial support for SSE).
-A proposal will then be ratified either via a full Council meeting or by convening a public meeting May/June.
Report on Highways matters
TPC will request 30mph repeater signs in Station Rd between the traffic lights and derestriction (ECC Highways Dept)
TPC will request verification of height on calming measures in Roseacres
ECC have approved additional bollards in Parsonage Rd (in line with parking restrictions) to prevent parking on the pavement near Four Ashes junction
ECC are working with BAA/Stansted Airport to alleviate airport parking at Coopers End and Old House Farm
Parking Restriction Scheme: ECC will not approve a resident permit scheme. A review of the current scheme will take place at the end of the summer period.
Morrells Green parking: Police & ECC providing support to address safety concerns
Community Speed Watch
Monitoring was carried out during the month at Takeley Street and Brewers End (Station Road and Cooks Hill). The results on Cooks Hill (40mph limit) were encouraging in that traffic almost invariably did not speed which is an improvement on previous experience before the installation of the 30mph limits either side of this stretch of road. It was also noted that Essex police were active on Cooks Hill for one afternoon early in the month. It was thought that they were primarily checking on license and insurance details.
Essex police have been contacted to request help in dealing with HGVs and have offered to provide assistance after 1sr April 2008.
Footpaths ,Tree Protection Orders & Listed Buildings in the Parish
Cllrs Allen & Green will commence an audit of protected trees 21/4/08
Footpath audit will commence as the weather improves
Listed Buildings: Clr Allen has created a new parish catalogue and will liaise with UDC to compare data and raise concerns. This information is now available to the parish.
TPC acknowledged Clr. Allen’s hard work and thanked him for his efforts.
Sports Field Development
TPC reviewed 2 proposals for the layout of 2 football pitches and a pavilion.
TPC agreed that proposal ‘B’ which shows the front pitch running along the RHS of the field to be preferable.
TPC will request further details
An ordinance map showing designated areas is required before a draft lease can begin to be prepared (Lease would include 2 pitches and pavilion. TPC would reserve rights to allow (i) other organisations to use the pitches (ii) public access to the Sports Field)

Faith in Action
Faith in Action forwards good quality cotton or light-weight clothing that is suitable for use in South Malawi, Africa.
All clothing must be suitable for a warm to hot climate, often humid. Adults do not wear shorts or leggings and ladies and girls never wear trousers. Polo necks, thick/chunky jumpers, or coats, are not suitable. The people in the villages tend to be very slim because of the restricted diet.

THE FRIENDS OF HOLY TRINITY CHURCH, TAKELEY
The Friends of Holy Trinity Church, Takeley has now been established, with the intention of allowing the wider community to support the maintenance of the church building a grade 1 listed building, dating from the 12th century, which is a major asset in the village.
Any funds donated to the Friends of the Church can only be used for the maintenance and improvement of the fabric of the church building. The day to day running costs are met by those who attend services or make separate donations.
You can help the church by:
a) Making one off donations. Cheques made payable to The Friends of Holy Trinity Church, Takeley.
b) A regular standing order.
c) Signing a Gift Aid form if you are a tax payer. The church is able to increase your donation by reclaiming tax paid on the amount given.
d) Making a new will and including a bequest to The Friends of Holy Trinity Church, Takeley.
